Post Primary Teachers Redeployment Scheme

Under the terms of the Towards 2016 Social Partnership Agreement 2006-2015 a Teacher Redeployment Scheme was introduced which is applicable to all schools.

This agreement made particular arrangements for the redeployment of teachers in the event of school closures. Subsequently a redeployment scheme for teachers surplus to requirements other than in situations of school closure was agreed and is a requirement for all schools.

This scheme imposes particular obligations on schools.

Notification of vacancies

All vacancies which occur in the school must be notified within certain time limits to the Directors of the scheme.

It is a condition of the subsequent filling of such a vacancy that it be notified to the Directors as soon as it arises and as part of this process no appointment can be made without the express written authority of the Directors.

Identification of Surplus Teachers

surplus teacher situation arises when a school has in its employment one or more teachers in excess of its allocation.

Post-primary teachers who qualify for a CID having completed a period in excess of 2 years continuous employment will be liable to redeployment in circumstances where their subject(s) become surplus to the curricular requirements of the school in which they have qualified for the CID. This liability to redeployment is in addition to any liability the person who acquires the CID may have under the existing redeployment scheme.

A teacher who acquires a CID as a result of covering for a teacher on career break or secondment will be placed on the relevant redeployment panel for redeployment immediately prior to the return of the teacher that s/he is covering for.

A pilot Pilot Voluntary Redeployment Scheme 2017 was established for teachers employed in a Post Primary School in counties Tipperary, Laois, Offaly, Westmeath and Longford. This scheme is intended to facilitate teachers surplus to requirements and will operate in accordance with the standard provisions of the Redeployment Scheme for teachers surplus to requirements other than in situations of school closure.

This pilot scheme has been extended to counties Galway and Roscommon as and from 2019

Where compulsory redeployment is necessary the procedure for the identification of the teacher to be nominated is detailed in section 7 of the scheme.

The Directors of the Redeployment Scheme will, within specified time limits, allocate suitable surplus teachers to available vacancies in accordance with the scheme. Upon completion of this process the Director will authorise the advertising and the filling of remaining vacancies.
