Supervision and Substitution by Existing Staff

The Haddington Road Agreement of 2013/2016 provided for a revised Supervision and Substitution (S/S) Scheme for Teachers. The conditions attaching to the revised scheme are outlined in the following circulars:

Supervision of pupils during the morning and lunchtime breaks and before and after school.

Supervision and Substitution Scheme – Opt-out and Opt-in

The principal conditions may be outlined as follows:

  • Provision is made for all teachers to "Opt In" or "Opt out" of the scheme. In order to "Opt out" of the scheme a teacher must have a minimum of 15 years service at the commencement of the 2017/18 school year as outlined in CL 47/2017.

  • Each teacher who has "Opted In" to the scheme is obliged to provide 43 hours of Supervision and Substitution per year. (Teachers working less than full hours will have a liability to deliver on a pro-rata basis).

  • These hours may be assigned to Supervision duties and/or to Substitution for:

    • All uncertified sick leave absences.

    • The first day of force majeure leave and "illness in family" leave

  • The time assigned to S/S may be up to 3 hours per week of which 1.5 hours must be assigned to substitution duties.

  • Each teacher is required to be available for such duties for 5 class periods per week (part-time teachers working up to 12 hours: 3 class periods; working up to 17 hours: 4 class periods)

  • It is essential that School Management provide an S&S roster detailing the availability for duty of those teachers participating in the scheme as outlined in CL 42/2014.

  • Provision is made for an agreed payment to all teachers who have opted into the scheme. This payment is pensionable. The salaries of those teachers who opt out of the scheme are adjusted accordingly.

  • An amount (Currently €1592) will be allocated to the teacher’s school with effect from 1 September 2017 for each teacher who opts out of S&S duties solely for the provision of such duties in accordance with the pre-1 July 2013 arrangements. This allocation cannot be used to pay full-time teachers or teachers who have opted out of S&S duties for S&S on a casual/non-pensionable basis.

  • Each post-primary school will be provided with a defined number of hours of substitution to provide cover for teacher absences arising from official school business. This will be calculated on the basis of the number of pupils in a school with a minimum number of available hours for all schools with less than 100 pupils as outlined in CL 50/2014

Records of all teacher absences and the reasons therefore should be kept by the school management and available for inspection by the Board of Management and/or by the DES.
