Teaching Resources for Pupils with Special Educational Needs

The provision of teaching resources for pupils with Special Educational Needs is the responsibility of the National Council for Special Education (NCSE). These resources include the allocation of Resource Teachers and, in particular cases, Special Needs Assistants. Information and guidelines for second level schools for processing applications for these resources in the current year may be accessed on the NCSE website.

The Department of Education and Skills has established a revised allocation process for Special Education learning support to mainstream post primary schools from the 2017/18 school year.

Once allocations have been decided by the NCSE they are published on the NCSE website for each school. The school has to await a revised teaching staff allocation from the Allocations Section of the DES before appointing SEN teachers. 

This new Special Education Teaching allocation will provide a single unified allocation for special educational teaching needs to each school, based on that school’s "Educational Profile". The terms under which each school's educational profile is calculated are clearly set out in Sections 6 and 7 of the Circular Letter.
