Strategic Workforce Planning for Teachers in Ireland report published by UNESCO
Developed through comprehensive data analysis with a survey of 3,981 teachers, 946 school principals and 30 teacher education representatives, this report provides a shared, evidence-based diagnosis of the teacher workforce at primary and post-primary levels. It clarifies where, why and how shortages occur, laying the foundation for targeted and coordinated teacher workforce planning.
The report examines nine interconnected areas, from shortage subjects and substitute teaching to workforce diversity. For each, it reviews existing Irish and international initiatives, draws lessons from international experience and presents actionable, co-created recommendations.
This report is a guide for moving from diagnosis to policies supporting teacher attraction, deployment, professional development and retention, underpinned by stronger data. It invites policymakers, teachers, teacher representatives and researchers to shape a diverse and sustainable teaching profession delivering inclusive, equitable and quality education for all learners in Ireland.
